My latest #ThoughtoftheDayonChina: My three key takeaways from the Fourth Plenum of the Communist Party of China, concluding today:

1–The rampant speculation by self-proclaimed China experts in the lead-up to the plenum has proven unfounded. The communiqué once again underscores Xi Jinping’s authority.
2–The plenum ratified the expulsion of 11 full Central Committee members and four alternates, including eight generals from the People’s Liberation Army (PLA). In a striking contrast, none of the 11 alternates elevated to full membership today represent the PLA. Traditionally, such promotions follow a fixed sequence based on prior vote tallies from a preordained list. Notably, at least four PLA alternates were bypassed, including Fang Yongxiang, director of the Joint Staff Department of the Central Military Commission.
3–The communiqué introduces a phrase poised to ignite vigorous debate in the near term: “to advance the great cause of national reunification.” This wording was conspicuously absent from the Third Plenum’s communiqué.
