But that doesn't make the effort futile. Understanding risk compensation doesn't mean accepting that we can never make progress. It means understanding where progress is possible and where it will be resisted. It means designing with human behavior in mind, not just human mechanics. It means accepting that safety is a negotiation between what engineers provide and what people choose to do with it.

Fear, it turns out, has a purpose. Remove it entirely and people find new things to fear—or they push until they find the edge of what they can survive. The goal isn't a world without risk. It's a world where risk falls on those who choose it, where the vulnerable are protected from others' choices, and where the irreducible dangers of being alive are distributed as fairly as the reversible ones.

That's a harder problem than any safety engineer signed up for. But it's the real one.
